  • Out of 5 responses, selection was narrowed to two finalists, based on clarity and completeness of their proposals:
    • Portland Paint & Restoration
    • SFW Construction
  • Final award decision to SFW Construction, based on:
      • Detail/quality of proposal
      • Lack of subcontractor dependencies (full in-house employee paint/repair staff)
      • Estimate price competitive to other qualified contractors
